If it's turning over when you try to start it, then it's either not getting fuel, air or spark. If you know how to check the spark, do that. It's easier then carb work. If it's been sitting a long time it's going to need new gas and the carbs will probably need to be cleaned.
Carb drain and overflow tubes are connected by a Y fitting, and don't go to the air box. Think you are referring to the air box drain. I believe it's there to drain any fluid that might find its way into the box, say through the "snorkel" duct at the top rear of the box. If it's dripping fuel, that's definitely a problem.
